IMANI Leader Questions Why Former Communications Minister Ursula Owusu-Ekuful Is “Walking Around Freely” Amid Allegations

Franklin Cudjoe, vice-president of policy think tank IMANI Ghana, has criticised the government for what he calls a lack of accountability after former Minister for Communications and Digitalisation Ursula Owusu-Ekuful reportedly remains free despite unresolved questions about her conduct in office.

In his remarks, Cudjoe challenged authorities to explain why Mrs. Owusu-Ekuful has not faced formal investigation or legal action over controversial decisions and contracts awarded during her tenure. He suggested that some of these deals raise serious concerns about transparency and the use of public funds, and said the government’s perceived inaction undermines trust in accountability mechanisms.

Although the report did not detail specific allegations, Cudjoe’s public comments align with previous criticism from IMANI and other civil society groups around contracts awarded under Mrs. Owusu-Ekuful’s leadership at the Ministry of Communications. One well-known controversy involved payments to a company under a multi-million-dollar telecom monitoring contract that some critics have said lacked value for money.

Ursula Owusu-Ekuful is a Ghanaian lawyer and politician who served as the Member of Parliament for Ablekuma West and as Minister for Communications and Digitalisation from 2017 until the change of government in 2025.

The government has not publicly responded to Cudjoe’s latest call for further action or clarification regarding the issues he raised, and no official investigations have been confirmed in connection with his remarks.
